9.  Organizational Context/Project:           

To support poverty reduction and promote participation and equitable development for vulnerable groups, UNDP supports China in developing policies and piloting on-the-ground initiatives to test new models and good practices for replication and to produce evidence-based recommendations for policy-making process.

 

In UNDP’s Country Programme Cycle (2015-2020), UNDP will support China to localize and implement the Sustainable Development Goals. Poverty, Equity, Governance move towards multi-dimensional development planning and contribute to design of a new system to measure development progress. With UNDP’s support, the Government shifted from growth-centered indicators to a multi-dimensional indicator system including social protection, environmental sustainability, and the rule of law.

 

Engaging with all leading national institutions working on poverty in China, UNDP supports policy studies and dialogue that identified policy options for further poverty reduction, rural-urban integration and climate change mainstreaming. UNDP China also works with national counterparts and private sector partners on poverty reduction, youth development and women’s economic empowerment, providing youth and women in ethnic minority and poor areas with alternative livelihoods, employment opportunities and income generation by developing cultural industries and broadening access to modern markets.

The Poverty/Equity & Governance team is a programme unit in UNDP China. It focuses on poverty reduction (mainly focusing on inclusive finance and ethnic minority development), equity (including HIV and LGBT, disability), governance and rule of law, gender equality. The National UN volunteer works in close collaboration with the programme and operations teams, programme staff in other UN Agencies, UNDP Regional Centre and government counterparts, technical advisors and experts, multi-lateral and bi-lateral donors and civil society, ensuring smooth and successful UNDP programme implementation.

 

10.  Description of tasks:

Under the guidance and direct supervision of the Team Leader of Poverty / Equity & Governance,

the National UN volunteer’s work will mainly focus on the local implementation of a poverty reduction project in ethnic minority area, but she/he will also provide support for rule of law, gender and other issues assigned. She/he assists in advocating and mainstreaming the rights-based approach to development programming and implementation. The job involves maintaining constructive relationships with the Government, civil society organizations, other UN agencies, donors and the private sector. 

 

Specifically, the national UN Volunteer is expected to perform the following functions:

 

Support the local implementation and management of UNDP Project on Entrepreneurship and Employment Development for Ethnic Youth and Women in Mouding County, Chuxiong ofYunnan Province;

Assist in analyzing political, social and economic trends and in formulation, management and evaluation of project activities within his/her portfolio, and provide policy advice;

Assist in analysis and research of the political, social and economic situation in the country and preparation of inputs to UN and UNDP programme documents;

Apply rights-based programming to new and ongoing programme interventions;

Participate in office and team-wide activities, e.g., formulation of office/team plans, reporting to HQs and monitoring of the Sustainable Development Goals linking with the dimensions of equity and participation, rule of law, gender and other areas assigned in his/her portfolio;

Support programme management, financial management and monitoring achievement of results;

Support the design and formulation of Country Office programme within the designated area, translating UNDP’s priorities into local interventions;

Coordinate programme implementation with the executing agencies;

Participate in project formulation and appraisal; assist in review and adjustments to project documents according to agreed-upon governmental priorities and available resources;

 Monitor and evaluate financial and substantive components of the projects, identify operational and financial problems, develop solutions;

Develop partnerships with other UN Agencies, government institutions, bi-lateral and multi-lateral donors, the private sector, and civil society in the specific thematic areas assigned based on strategic goals of UNDP, country needs and donors’ priorities;

Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, actively contribute to the overall office effort in resource mobilization;

Reach out to donors, the private sector, NGOs, government and other UN agencies to forge partnerships, and mobilize cost-sharing resources;

Undertake advocacy tasks such as preparing statements, advocacy materials, presentations, and strategy papers in the specific thematic areas;

Identify sources of information related to policy-driven issues;

Identify and synthesize best practices and lessons learnt directly linked to programme country policy goals;

Develop policies and institutions that will address the country problems and needs in collaboration with the government and other strategic partners.

 

Furthermore, UN Volunteers are encouraged to

Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance, IVD celebration events);

Get acquainted with and build on traditional and/or local forms of volunteerism in the host country;

Reflect on the type and quality of voluntary action that they are undertaking

Contribute news and articles on field experiences and submit them to UNV publications/websites, newsletters, press releases, etc.;

Assist with the UNV Buddy Programme for newly arrived UNV volunteers;

Promote online volunteering and encourage individuals and organizations to use the UNV Online Volunteering Service whenever technically feasible.

 

11.  Results/Expected Output:

The following outputs are expected:

Strengthened programme management;

Strengthened partnerships with stakeholders;

Increased engagement in advocacy and awareness-raising events/activities;

Increased resource mobilization;

Enhanced policy advice and knowledge building;

A summary statement of achievements towards volunteerism for development within the host community.

 

12.  Qualifications/Requirements:

Master’s degree in Public Administration, Business Administration, Economics, Political Science, Social Sciences, or a related field;

1 year of post-Master’s relevant work experience, preferably at the national or international level in providing management advisory services in the design, monitoring and evaluation of development projects;

Ability to work closely with Chinese officials, governmental and non-governmental institutions, and the private sector;

Good command of English and Chinese, written and oral;

Computer skills:  Command of standard office software packages; Internet research, webpage maintenance;

Good interpersonal skills and team spirit;

Minimum age 22 years.

 

13.  Living Conditions:

The duty station of the national UN Volunteer is in the Project Management Office of UNDP Ethnic Minority Women Development Project, which is based in Mouding County, Chuxiong Prefecture, Yunnan Province. The national UN Volunteer will travel frequently to local project pilot sites in villages of Mouding and Kunming city, also intermittently to Beijing UNDP China Country Office.

14.  Conditions of Service for national UN Volunteers

The national UN Volunteer receives a standard volunteer living allowance (VLA), which is intended to cover their accommodation and basic living expenses. In China the VLA is 4,875 RMB per month. The national UN Volunteer is entitled to an excellent health, life and disability insurance package.  A modest Settling-in Grant and end of assignment allowances will also be provided along with travel to and from the duty station. The national UN Volunteer is entitled to 2.5 days personal leave per month and government official holidays.
